Yes. Every line has level in it at which level traffic is to be offered to the next sector. Any level consisting only of numbers, is a Standing Agreement and it is automatically accepted by the next sector. If it has MAX behind it, it indicates the maximum level traffic is to be offered and has to be manually accepted.
If don’t have the XFL file in front of me so working of memory, but as an example CLN deps from Stansted. The line looks something like this:
SSTWR EGSS - 40 CLN LAM - - -
Decoded this means. SS twr offers EGSS deps via CLN to LAM sector at 4000 via Standing Agreement. LAM does not have to accept them, they just appear in the ‘tactical’ list.
Now, if I were to change this to
SSTWR EGSS - 40MAX CLN LAM - - -
then it means:
SS twr offers EGSS deps via CLN at a Max of 4000. They will appear in the ‘offered’ bay in LAM sector and they have to accept them.
So far all clear?
The disadvantage of this is that traffic sometimes gets offered too low when under Automatic Control. Which means it doesn’t enter the call radii and never contacts the next sector, doesn’t get climbed, doesn’t get offered to the next sectors, etc etc. And then it all ends in a bit of a mess. As far as I recall this is one of the reasons the original developers decided to go with Standing Agreements, and therefore silent coordination, for all deps from Towers to the first Radar Sector.
So it is a trade off between realism and functionality in some cases as far as I see it.
