Sound files (.dat)

I was looking through the Adaptation Guide on the home page and noticed that I can make my own sound files. I see that there should be a utility to convert WAV files to DAT files (WavToDat.exe) but I can't seem to find it -- where is it located?

And is there a tool that can play the dat files directly, or can convert them back to wav files? Most of them look straightforward but I'm not sure what the content of some of them should be.
