In addition to the response from clizzaaa you could also use VOX REC but inhibit it by selecting 'SLEEP' from the menu. Doing this should stop Windows from doing crazy things like resizing and repositioning the radar window and the like.
As clizzaaa also says, in real-world operations controllers still have to select the commands they are speaking from a menu set, or by writing manual strips. Using VOX exclusively to update either FPS or EFPS removes a vital cross-check to ensure spoken commands are accurately replicated on data display systems, whether manual or automated.
