Yes, It's perfectly correct to say that the STARS for 28L/R are indeed the old 3X arrivals. This is because the 4L-point merge arrivals, although they may be the current published versions in the Irish AIP, in no way represent what actually happens with those arrivals. Having spent some time time listening to Dublin approach on LiveATC.net while monitoring those arrivals on Flightradar24, the routings are in line with this chart:

Rather than the currently published criss crossing (perhaps Michael Flatley inspired?) arrangement as represented by the currently published STAR:
EIDW point merge STARS 28L/R
