It seems the automated sector does exactly as programmed. There is a parameter for how often traffic is to come of the stack, the Approach Interval. As EGLL has 4 stacks, your can get 4 aircraft at the same time, and then 4 more specified interval time later, etc etc. It all depends on how quickly aircraft follow each other in the hold.
Reports like yours really help, as the stack release interval is a tricky variable. It has to be a balance between the INT sectors and the sectors feeding a stack. If the interval is too short, INT sector get overloaded. If too high, the stacks fill up and the feeding sectors get overloaded. Please keep posting about these, then the team can tweak intervals if needed,
Just out of interest, what 'rate' where you running the exercise at?
